The Elective Residency Visa (ERV) is a long-stay permit designed for non-EU citizens that want to move and live in Italy full time without the need to work.
In other words, if you plan to RETIRE to Italy and have enough passive income (pension/annuity/investment income) to support yourself, and you want to live FULL TIME in Italy – this is the Visa for you!

Where do I apply?
You must apply for the ERV at the Italian Consulate in the jurisdiction where you live in your home country – NOT Italy.
What are the minimum requirements?
The basic criteria for an ERV are:
1. Must have full health insurance coverage at least EUR 30,000 per person per year with repatriation clause
2. Must have a place to live in Italy (rent/own)
3. Must have a minimum passive income of €32,000 / year NET
There are other requirements that vary from Consulate to Consulate, but the above are the key ones.

It is best to submit the request for a review at least 6 months before you are hoping to apply for the Visa. This is to allow you time to fix any discrepancies, and also find an available opening.
